The Foreword, by Justice Raul Araújo

 

After sailing the waters of “IT WAS ABOUT HOPE”—which was a great, enlightening and pleasant journey—I proceed to write the Foreword of the book, complying with the gentle and honorable invitation with which I was distinguished by the author EDUARDO DIOGO.

I first met EDUARDO in the beginning of the 1990s as his professor of Economic Law at UNIFOR Law School, a University located in the city of Fortaleza, in the State of Ceara, Brazil. We became friends. Although he was still very young at the time, he already stood out for being mature, cordial, intelligent and an extremely curious and dedicated student. He showed a strong vocation for leadership and, despite being born into a wealthy family, he was determined to work on—and had sincere concern for—the country’s political, economic and social problems, seeking to be involved in the search for solutions.

Not surprisingly, therefore, was the success and recognition he soon achieved through his work in the private sector, with initiatives in the real estate sector and consulting in human resources. He was also a member of important business associations.

Consequently, he acquired the credentials to efficiently serve in public life, participating in the Government of the State of Ceara between 2007 and 2014, first as Director of the Economic Development Agency, and then as Secretary for Planning and Management—when he was elected President of the National Council of State Secretaries for Management, which gathers all state level secretaries for management in Brazil.

Afterwards, he worked in the World Bank—in Washington, D.C. He has participated in international missions to many countries, and in several of these missions he worked as head of the delegations.

He continued to improve his solid human and social formation by studying at the Wharton School of the University of Pennsylvania; the London School of Economics and Political Science – LSE; and the International Institute for Management Development – IMD.

Currently, he resides in Washington, D.C. with his wife Melaine, and their sons Iago and Caique; where he is working toward his Master’s Degree in Leadership at Georgetown University’s McDonough School of Business.

Always resolute and pursuing knowledge, EDUARDO DIOGO now astonishes us with the book “IT WAS ABOUT HOPE,” what is an impressive intellectual production that addresses in detail—which took rigorous research—the most recent Presidential Election in the United States of America (including developments since the preliminary phase until the Inauguration of Donald Trump as President, i.e., from September 8, 2015 to January 20, 2017).

The book examines the subject from the unusual perspective of a foreigner living in the United States, trying to fully comprehend and explain a distinct culture, which people around the world generally admire but do not know in depth. The book is consistent. It is presented in a systematic way, divided into intriguing chapters and with varied styles—historical-scientific, journalistic, literary and philosophical; appropriate to the subject-matter treated. This whole concept illuminates and stimulates the reader to read all segments from beginning to end.

As the hypotheses of his scrupulous investigation are revealed, the author exhibits meaningful conviction, and do not deprive the reader of the dialectic—at any moment—which is actually always stimulated throughout the expositions.

The book begins by providing essential historical subsidies for understanding the foundations of the U.S., considering her Founding Fathers, the process of Independence, the writing of the Constitution, and the framework and dynamics of the three Branches of Government. It continues in Chapter 2, with a consequential explanation about the intricate American electoral process.

Subsequently, the reader is enabled to delve deeper into the vast ocean of the 2016 U.S. Presidential Election. From Chapter 3 through 8, every moment of the tournament, every topic debated, every accusation that came up, everything is exposed and dissected.

Then, in Chapters 9 and 10 the book describes the Election Day: the powerful result, and the antagonistic reactions spawned by it. The transition between governments and the Inauguration of the new President come next—they are considered in Chapters 11 and 12.

Once the campaign feud is over, Chapter 13 brings a viable utopian proposal of national reconciliation, making the case that there is no reason for the country to remain divided, and urging both sides of the aisle to come together on a fruitful union around the new President—who was legitimately elected, in compliance with the rules of the electoral process. This feeling of reconciliation upholds the best traditions of this great democratic nation, and its spirit of freedom and hard work.

Finally, Chapter 14 addresses the potential duration of Donald Trump’s triumph, which will demand from him a government that works for everyone, not just for his constituents. The ability to distribute hope leads to an electoral victory, but the ability to govern requires much more.

To sum it all up, it was really about hope, about the talent to deliver hope to people, about contributing to a better world—those were the inspiration for EDUARDO DIOGO to produce the work now being presented.

Therefore, it is now time to conclude this Foreword. Its purpose is to be a small boat, which only assists the good sailor to overcome the first waves that break on the shore, and to ultimately embark on the great ship that awaits the sailor to navigate deep waters, in search for vast horizons of hope and for the wonderful discoveries that await the sailor, i.e., you.

Após concluir a longa, instrutiva e agradável jornada navegando pelas águas de IT WAS ABOUT HOPE, passo à elaboração do prefácio da obra, atendendo ao amável e honroso convite com que fui distinguido pelo autor EDUARDO DIOGO.

Conheci EDUARDO, no início dos anos 90, como seu professor de Direito Econômico, no curso de bacharelado em Direito da UNIFOR, universidade situada na cidade de Fortaleza, no Estado do Ceará, no Brasil. Tornamo-nos amigos, pois, embora fosse ele então ainda bem jovem, já se destacava por ser maduro, cordial, inteligente e extremamente curioso e aplicado nos estudos. Demonstrava forte vocação para liderança e, apesar de nascido em família abastada, tinha muita disposição para trabalhar e sincera preocupação para com os problemas políticos, econômicos e sociais do País, procurando envolver-se na busca de soluções.

Não causou surpresa, assim, o sucesso e o reconhecimento que logo alcançou com sua atuação na iniciativa privada, com empreendimentos no setor imobiliário e de consultoria em recursos humanos. Integrou importantes entidades de representação empresariais.

Com isso, qualificou-se para eficiente atuação na vida pública, participando do Governo do Estado do Ceará, entre os anos de 2007 e 2014, primeiro como diretor da Agência de Desenvolvimento do Estado e, em seguida, como Secretário do Planejamento e Gestão, quando foi escolhido Presidente do Conselho Nacional dos Secretários de Estado da Administração, o qual reúne os secretários de Administração de todo o Brasil.

Após, trabalhou no Banco Mundial, em Washington – DC.

Participou de missões internacionais por vários países: Argentina, Austrália, Canadá, Cabo Verde, Chile, China, Inglaterra, Itália, Rússia, Coreia do Sul, Emirados Árabes Unidos e Estados Unidos da América. Em muitas dessas missões, atuou como chefe das delegações.

Seguiu aprimorando sua sólida formação humanística e social, estudando na Wharton School of the University of Pennsylvania (Estados Unidos), na London School of Economics and Political Science – LSE (Inglaterra) e no International Institute for Management Development – IMD (Suíça).

Atualmente reside em Washington – DC, com a esposa Melaine e os filhos Iago e Caique, e está cursando o Mestrado em Liderança na McDonough School of Business da Universidade de Georgetown.

Sempre incansável e buscando conhecimento, EDUARDO DIOGO agora surpreende trazendo a público o livro IT WAS ABOUT HOPE, uma impressionante produção intelectual que aborda em detalhes, obtidos em dedicadas pesquisas, a mais recente eleição presidencial nos Estados Unidos da América, quanto aos fatos ocorridos, desde a fase preliminar, a partir de 8 de setembro de 2015 até 20 de janeiro de 2017, com a posse de Donald Trump como Presidente.

A obra trata do tema sob a invulgar perspectiva de um estrangeiro, residente nos Estados Unidos, tentando compreender toda uma cultura que as pessoas pelo mundo, em geral, admiram, mas desconhecem em profundidade. É densa, apresentada de forma sistematizada, dividida em interessantes capítulos, com estilos variados, ora histórico-científico, ora jornalístico, ora literário e filosófico, adequados aos assuntos tratados, que vão gradualmente esclarecendo e atraindo o leitor ao prosseguimento da trajetória iniciada até seu desfecho.

Ao revelar as proposições de sua cuidadosa investigação, o autor exibe firme convicção, mas sem subtrair do leitor, em nenhum momento, o direito à dialética sempre estimulada ao longo da exposição.

Começa trazendo subsídios históricos essenciais para a compreensão dos fundamentos da nação americana, tratando de seus fundadores, do processo de independência, da elaboração da Constituição e da estrutura e dinâmica dos Poderes do Estado. Prossegue no Capítulo 2 com explanação importante sobre o intrincado processo eleitoral norte-americano.

Com isso, fica o leitor habilitado a mergulhar em profundidade crescente no vasto oceano da eleição presidencial americana de 2016. Do Capítulo 3 até o 8, cada momento da disputa, cada assunto debatido, cada acusação surgida, tudo é esmiuçado e exposto.

Descreve-se, então, o dia da eleição, seu impactante resultado e as antagônicas reações despertadas, nos Capítulos 9 e 10. Segue-se a fase de transição entre os governos e a posse do novo Presidente, expostas nos Capítulos 11 e 12.

Superada a etapa dos embates de campanha, traz o Capítulo 13 uma Viável Proposta Utópica de conciliação nacional, sustentando não haver razão para que o País permaneça dividido, instando os dois lados que participaram da corrida eleitoral a uma proveitosa união em torno do novo Presidente, sufragado dentro das regras do processo eleitoral. Essa harmonização é a forma condizente com as melhores tradições da grande nação democrática e seu espírito de liberdade e trabalho.

Em contrapartida, registra o Capítulo 14, o próprio potencial de duração do triunfo de Donald Trump também exigirá deste um governo voltado para todos, e não apenas para seus eleitores. A capacidade de distribuir esperança leva à vitória eleitoral, mas a aptidão para governar exige muito mais.

Então, é realmente sobre esperança, sobre disposição para entregar esperança às pessoas, sobre contribuição para um mundo melhor, que EDUARDO DIOGO produziu a obra sob apresentação.

E é hora de concluir este prefácio, que, como um pequeno bote, visa somente auxiliar o bom marinheiro a superar as primeiras ondas que arrebentam na praia e a embarcar na grande nau que o aguarda para singrar mares profundos em busca de vastos horizontes de esperança e das maravilhosas descobertas que o aguardam.
